Reproduction Steps
1. Create new class assembly project
2. Add a folder to it
3. Select folder and set the "Namespace provider" property to false
4. Right click project and select unload project
5. Right click project and select reload project
6. Select folder
7. "Namespace Provider" property is true, when it should be false.
If you then close the solution and re-open it, the "namespace provider" property is correctly set to false.
