RSRP-288090: Slow Project Load when using NuGetPowerTools

By using NuGetPowerTools.0.29 we're able to commit our code to source control without the dependencies. This means a clean check-out results in a 158mb download vs 220mb download, and our branches are smaller as well, so we use less space overall in source control.

The problem with this approach is that when Resharper is installed, the solution takes 2.5 minutes to load for the first time. Without Resharper the load time is less than 15 seconds. Once the solution is built and the NuGet packages are pulled down from the source repository, the load time returns to normal.

I suspect this is because the references are pointing at files that don't exist until the first build is done, and resharper might be trying to analyse the code upon startup. So we are using the work-around of copying the dependencies in manually before the first load.
