RSRP-286009: When a refactoring leaves the local style declaration empty, it would make sense to remove it completely

When I have a <style> declaration in an HTML file and I use the Move refactoring to move declarations to a separate CSS file, I'd expect R# to remove/delete the empty <style type="text/css"></style> declaration since it's not really needed.
