Here the reproduction steps:
1. Extract the zip file.
2. Build The second project first and then the first project.
3. Delete the second project from the solution. (JetBransDemo.Component)
4. Run the application in debug mode.
5. When you see the Form, press pause in Visual Studio.
6. It opens the file called Form1 in the Component project with resharper disabled - that's ok.
7. Detach Visual Studio from the running process (Debug\Detach All)
8. Right Click on the solution and choose Add Existing Project and choose the Component project.
9. Now that the project is present the opened "Form1" file should be resharper enabled - it isn't. You'll need to close and reopen that file the enable resharper.
This is a very common scenario for me and for most of my customers to whom I recommend resharper.
