Create a new project. Set a name 'foo'.
Add a folder. Set Namespace provider to False.
Save solution with a new name 'bar'. Close and reopen - Namespace Provider is set to True.
project settings are saved into foo.csproj.DotSettings file (not to bar.csproj.DotSettings)
