This one is pretty obvious but I didn't manage to find an existing request.
In cases like this:
when EmployeeType and Contractor are not declared yet, ReSharper doesn't offer creating an enum on Alt+Enter at EmployeeType, but it really should provide a quick-fix like "Create enum "EmployeeType" and enum member "Contractor"
