Currently, there's a butthurt when this checkbox is not checked due to unexpected VS shutdown. This actually descrobes the behavior: user wants VS IntelliSense to be enabled.
I believe it's more PITA, than if we would enforce this checkbox to be checked anyways; or develop an advanced algorythm of saving the checkbox state even if VS is unexpectedly closed.
