Steps to reproduce:
Create new Console application in VS 2012 with R# 7.1 or 8 EAP installed.
Unload the project.
Open .csproj file to edit.
Navigate to the first "<PropertyGroup>" tag
Delete closing tag "</PropertyGroup>"
Try to type "</"
Expected: "</PropertyGroup>" will be suggested
Actual: "<!– –>" is suggested
