Loading caches, processing assemblies, updating source files etc, takes several minutes. In that time Visual Studio is virtual not responsible.
The performace issues occur when working with .NET Core project only.
This problem ist not specific to any .NET Core Version nor to VS 2017 v15.3.
I've been working with .NET Core projects for 2 years and the VS performace has always been worse when Resharper is active.
