The latest 2018.1 release always sets ReSharper shortcuts instead of using the Visual Studio ones when asked. After resetting Visual Studio's keyboard shortcuts in VS's Tools->Options->Keyboard->Reset, and re-applying the ReSharper keyboard shortcuts, ReSharper will show the shortcut conflict dialog as expected. However, it lists ReSharper commands, not the original Visual Studio commands. If the "Use Visual Studio commands" option is applied, the VS commands are not reset, and the R# commands are applied instead.
