When using Resharper->Refactor->Move on files in solution, Resharper executes a Delete followed by an Add in TFS. When I do it manually it is what it is: A Move. Using ReSharper, version control history is lost. Doing it manually preserves version history. Not good.
You should consider making a Move command when the user selects Move, rather than a Delete,Add.
