Settings in the Foo.sln.DotSettings has no influence on ReSharper code inspection checkings.
If the settings are copied to 'This computer' in the User Application Data Folder everythings works fine.
I think the problem is the same as
RSRP-286861 ReSharper ignores "items to skip" code inspection settings in .DotSettings and .DotSettings.User
RSRP-281582 ReSharper ignores "items to skip" code inspection settings in .DotSettings and .DotSettings.User
